Development of web platform for Canada Soccer

Statement of Need

Canada Soccer is seeking a firm with experience in the design, set-up, integration(s), and facilitation of a digital platform. Services are needed to advise the project team to identify website development strategic considerations including hosting and platform options, as well as long-term content facilitation options and integration with a number of platforms including a person data management platform, statistical database module and various software-as-a-service platforms. The team is seeking an assessment of a range of options and associated costs.

It is envisioned that the site will make use of an open-source Content Management System (CMS) such as WordPress, Joomla or Drupal integrated with various previously developed components and Mailchimp, Formstack, etc via API.

Background

Canada Soccer is the official governing body for soccer in Canada. In partnership with its members, Canada Soccer promotes the growth and development of soccer in Canada, from grassroots to high performance, and on a national scale. Soccer is the largest participatory sport in Canada and is considered the fastest growing sport in the country. There are nearly 1,000,000 registered Canada Soccer members in Canada within 1,500 clubs across 144 districts that operate in 13 provincial/territorial member associations. The Canadian Soccer Association is affiliated with the Fédération Internationale de Football Association (FIFA), The Confederation of North, Central American and Caribbean Association Football (CONCACAF) and the Canadian Olympic Association.

Canada Soccer is currently planning the re-development of a new digital platform. The website serves as a central hub of exchange and learning and promotion of member’s activities, national team activities, as well as a resource for information and interactive player, coach and stakeholder education material. While the website will be facilitated by Canada Soccer, it is our vision to develop and set-up the site as a scalable platform to serve as a member benefit.

Features of the site are yet to be fully determined, but may include the ability to register members for access to most features (but not necessarily all), such as a advanced ticket windows and merchandise discounts, media relations module for serving information and registering accreditation at domestic events, learning management system etc.. The site will also include public facing news about members and the soccer community, profiles of members, information on player, coach, referee and demographic data on the game, articles, and tools of interest to the soccer community.

In order to remain dynamic, the site will require on-going facilitation to keep up interest in the integrations and content.

Information Requested

Canada Soccer is seeking additional information concerning the capabilities of firms with proven demonstrable experience in designing and setting up websites and/or facilitating participation of website users through various back-end integrations. Experience is needed to set-up sites using readily available open source platforms such as WordPress, Joomla or Drupal. Willingness to work on previously developed, in-place solutions also a consideration.

Information about capacity and interest is sought in the form of a list of projects completed, service capacities, role in past projects, tools used, and active websites.

Selection of Vendor

It is anticipated that the project will engage a solicitation or call for proposal through a separate solicitation.
